Gated Modification Guidance
On 15 April 2025, Ofgem approved Code Modification Proposal 434 (CMP434) – Implementing Connections Reform. This approval introduces the Gated Application and Offer Process, which mandates that new connection applications and certain use of system applications and Modification Applications (with the exception of new BEGA and BELLA applications) can only be submitted during specific Gated Application Windows.
The Gated Modification Guidance document provides essential information on the classification and submission process for these Gated Modification Applications. It sets out which types of Modifications are considered Gated and must therefore be submitted during relevant application windows, ensuring efficient and economic management of changes impacting the National Electricity Transmission System (NETS) to support the objectives of connections reform.
Please note that the Gated Modification Guidance applies to processes and Modification Applications under enduring connections reform and is not relevant to the Gate 2 to Whole Queue process. June 2025 Update
We published an updated version of the Gated Modification Guidance with an additional section (Section 5.1 – ‘Interaction with Gate 2 to Whole Queue Process’) clarifying the treatment of Modification Applications to Existing Agreements from 10 June 2025, upon implementation of Connections Reform. Customers who hold an Existing Agreement, and which intend to make a change to their agreement before having a signed Gate 1 or Gate 2 agreement, can generally only make such changes as permitted in the Readiness Declaration at the point of entering the Gate 2 to Whole Queue process
