NESO publishes its final report from the review into the North Hyde Substation outage which took place on 20 March and led to the closure of Heathrow Airport.

National Energy System Operator (NESO) publishes its final report from the review into the North Hyde Substation outage which took place on 20 March and led to over 70,000 customers and businesses losing power and the closure of Heathrow airport.

NESO was commissioned by the Department for Energy Security and Net Zero (DESNZ) and Ofgem to conduct a review into the outage, with an initial report submitted to the Secretary of State and Ofgem within six weeks. This was published by NESO on 08 May and is available below.

Today (02 July) we have published our final report from the review, having formally submitted it to DESNZ and Ofgem on 30 June in line with the Terms of Reference. The final report presents the root cause of the incident, explains why the power outage occurred, and provides recommendations for improving the resilience of essential services, including Critical National Infrastructure (CNI), to energy disruption in the future.

We would like to thank all stakeholders for their cooperation and timely provision of information and evidence to support this review. By working collaboratively to review the incident and identify recommendations for the future, we are now in a stronger position to strengthen the resilience of Great Britain’s energy system.

The Department for Energy Security and Net Zero has now published their response to our review

NESO welcomes that the Department for Energy Security and Net Zero has now published their response to our review. Great Britain has one of the most reliable electricity systems in the world, and our review found opportunities to improve it further, especially for the Critical National Infrastructure that millions of people depend upon every day.  

We are therefore pleased that all our recommendations are being taken forward, and that NESO will play a role in building a better understanding of the dependencies between Critical National Infrastructure and the energy system. We look forward to working with government, industry and Critical National Infrastructure sites to build an even more resilient energy system, more able to cope with any future disruption to energy supply.
