Whole Energy System Resilience

Our energy system is complex, with an increasing number of interconnections. This means that disruption to one part can have implications for another. But this complexity also provides us with more options to mitigate problems. A single organisation with the remit and expertise needed to identify, understand, and mitigate the possible risks facing any and all parts of the energy system, creates a more resilient and adaptable system with less downtime and disruption.

We provide whole system coordination and analysis for system resilience and preparation for emergencies across the Great Britain energy industry.

Key information

  • Continuously spotting and assessing a wide variety of risks across Great Britain’s energy system, so that we can reduce vulnerabilities.
  • Undertaking whole energy risk assessments to identify any vulnerabilities in the energy system and conduct whole energy resilience assessments working with industry partners and considering multiple energy vector interactions.
  • Coordinating the preparation for emergency response across the energy sector and undertake investigations into specific events and emergencies across the system. Making unbiased recommendations for improvement based on learnings from past events, as we have no commercial interest in one source of energy over another.
  • Providing insight and recommendations on security of supply though Seasonal Outlook Reports, Capacity Market and Resource Adequacy.
  • Leading industry preparedness and compliance of the new Electricity System Restoration Standard (ESRS).

Energy Sector Cyber Security Strategy

The Energy Sector Cyber Security Strategy sets out a 2026–2030 roadmap for how government, regulators and industry will work together to strengthen cyber security and resilience across Great Britain's energy sector. It explains the key cyber risks facing the energy system, the roles of DESNZ, Ofgem, NCSC and NESO, and the actions needed to support a secure transition to Clean Power 2030.

WESR Data Portal

The Whole Energy System Resilience (WESR) Data Portal is a secure online platform for organisations working with NESO on whole energy system resilience. It provides a central place to submit WESR survey responses, access previous submissions and view files shared with your organisation by the WESR team. 

What is the WESR Data Portal? 

The WESR Data Portal has been designed to make it easier for organisations to provide information in a consistent, secure and efficient way. Instead of responding to surveys by email, organisations can use the portal to manage their submissions in one place and keep a clear record of the information they have provided.

Why use the portal?

The portal allows each organisation to respond to WESR surveys. It allows colleagues within your organisation to co-respond to surveys, to review previous submissions and access relevant files shared by WESR. This helps reduce duplication, minimises the need to repeat answers already provided, and supports more consistent responses over time. 

The WESR Data Portal is suitable for storing strictly confidential information. It provides a secure environment for organisations to submit and manage sensitive data, helping ensure that information is shared with NESO in a controlled and appropriate way. 

The WESR Data Portal creates a clearer and more efficient process by keeping responses, supporting files and previous submissions in one place. This helps NESO and participating organisations work from a shared, up-to-date record.
