Gas Options Advice (GOA)
The Gas Options Advice (GOA) document evaluates investment proposals from National Gas Transmission (NGT) that will meet the gas network's capabilities in Great Britain.
Specified in the gas system planner licence, GOA is part of a two-year gas planning cycle, following the publication of the Gas Network Capability Needs Report (GNCNR) in December 2024.
Taken from the findings in GNCNR, Britain’s gas transmission owner and system operator NGT will provide reinforcement options to NESO. Scheduled for release by 31 December 2025, GOA provides independent views of the drivers for change to the National Transmission System (NTS), and the recommendations of proposed options that will meet network needs.
GOA aims to shape the future gas system by ensuring proposals meet system needs, offer value for money, protect the environment, maintain resilience, and benefit consumers.

The Gas Options Advice (GOA) methodology consultation opens from 6 May – 3 June 2025.
We would like to invite all stakeholders to shape the methodology for GOA. Your input ensures we define the appropriate scope and assessment methods to evaluate proposals that will meet the gas network requirements.

What happens next ?
We will review all submitted responses from stakeholders after the consultation closes on 3 June 2025. Stakeholder input will inform the refinement of our methodology for assessing gas network proposals.
We will hold a webinar in summer 2025 to explain how your responses have been used in the methodology.
Timeline for gas network planning 2025
- Q3 2025: We will publish GOA methodology, followed by a webinar.
- By 31 December 2025: GOA document release.
