Request for information – Strategic Investment for regional energy planning

If you're a key stakeholder in energy planning, you're invited to submit information on future energy needs to promote growth in local areas, as part of our Regional Energy Strategic Planning (RESP) activity. 

The information you provide will help us to better understand the requirement for investment in electricity distribution networks between 2028 - 2033. 

Background

In March 2025, Ofgem requested that we provide a Transitional Regional Energy Strategic Plan (tRESP) to support the RIIO-ED3 price control setting process for electricity distribution networks between 2028 - 2033.  

The tRESP is an opportunity for us to feed into a whole-system approach to regional and local energy planning on our path to net zero. You can find out more about the tRESP and its scope in our Open Letter

We're now collaborating with stakeholders to identify areas of strategic investment need within the RIIO-ED3 price control period. 

What do we mean by Strategic Investment need?

By ‘strategic investment need’, we're referring to identifying investment into the network in advance of certain need - and that which has value across social, economic and environmental factors, and is necessary to the delivery of key priorities across the regions and nations of Great Britain. This process looks to drive additional investment into the electricity network, help to accelerate delivery of projects, and mitigate prolonged connection timelines.

How you can help and get involved

We know that there is already significant information sharing between local stakeholders and the distribution network operators (DNOs) on local investments and growth priorities, and we are working closely with the DNOs to understand this insight. We are requesting for any local stakeholders to provide any further information to support tRESP if they wish to do so.

To assess where strategic investment need is required across the networks within the 11 RESP areas, we need to first understand the direction of regional economic growth and development within our RESP areas. ​By working closely with local stakeholders and DNOs, we're looking to develop a comprehensive picture of the pipeline.

How to submit your information

Without understanding your plans, we cannot look to integrate them into tRESP. So we’re inviting you to complete a request for information so that we can understand strategic investment need across the energy networks within your part of Great Britain.
