Information Gathering Request: Indication of Interest for High-Voltage Connections (NGET Gate 2 Phase 2 Demand customers)
NESO is contacting directly connected demand customers within the National Grid Electricity Transmission (NGET) area that have Gate 2, Phase 2 projects in the Gate 2 to Whole Queue (G2TWQ) offer process. NESO is requesting an indication of each customer’s preference regarding a potential HV connection, to support HV feasibility studies, inform network planning assumptions, and gather relevant information.
As set out in Ofgem's Demand Connections Reform Call for Input, NESO has been working with Ofgem, NGET and industry to explore new connection arrangements for future transmission‑connected demand customers in England and Wales. These arrangements will allow connections at voltages above 132kV, and potentially up to 400kV, with customers owning the relevant assets (potential benefits are discussed in Chapter 5, pg. 5.40-5.41 of the Demand Connections Reform Call for Input).
We ask all customers to respond by:
- confirming whether you are currently minded to pursue an HV connection; and
- providing the data needed to support HV feasibility studies.
Your response will help ensure that the relevant system studies reflect customer needs.
Please note that indicating a preference for a HV connection does not guarantee that a HV offer will be made. Projects will be assessed on either an HV or low-voltage (LV) basis in line with the preference you indicate in the form. Any such offer would be subject to the outcome of NGET’s connection studies and the applicable regulatory arrangements.
If you have multiple relevant projects, please complete a separate form (sent by email) for each project to ensure each one is accurately represented.
If we do not receive a completed response by the deadline, this may limit your ability to be considered for a HV connection as part of the Phase 2 cohort. As such, this request is the principal opportunity for Phase 2 demand customers to express interest in an HV connection in advance of studies commencing. There are no further windows planned at this time. However, this does not preclude HV connections being considered in future where appropriate as policy and process evolve.
Information provided in response to this request will be used for the purposes of assessing and undertaking HV connection studies and may be shared with NGET and other parties where necessary for those purposes and in accordance with applicable legal and regulatory requirements.
This information gathering request is strictly limited to directly connected demand customers (i.e. demand-only customers as opposed to BESS) that meet both of the following criteria:
- are within the NGET region and;
- have a Gate 2 Phase 2 project in the G2TWQ offer process (projects expected to connect after 2031).
This request does not affect any existing Phase 1 offers or agreements by NGET, as these customers are already at an advanced stage. Nonetheless we will consider whether HV opportunities may be applicable to other cohorts, including Phase 1, and we will update customers as the position develops.
Should a demand customer in Scotland wish to connect at high voltage, they should follow the existing connection process. No expression of interest is required.
The process will follow these steps:
- 22 May 2026: Information gathering request opens;
- 22 May- 15 June 2026: This is the principal window in the G2TWQ process for customers to express their interest in a HV connection. If we do not receive a response now, it will likely limit your ability to be considered for a HV connection at a future date;
- 5pm on 15 June 2026: Information gathering request closes;
- 16 June- 30 June: NESO reviews the responses and shares information with NGET; and
- from 1 July 2026- NGET Phase 2 studies begin.
After the response window closes, NESO and NGET will proceed on the basis of the information submitted.
Under the applicable code arrangements, NGET will assess applications and determine any connection offer on the basis of the most efficient and economically viable way to deliver the connection. This is intended to ensure that customer requirements are considered at the right stage, while supporting better outcomes for customers and the wider system, and reflects ongoing work by NESO and NGET to listen and respond to customer feedback as the process develops.
No. Customers should note that while they may indicate a preference for a HV connection, a HV connection offer or the specific voltage requested is not guaranteed and will be determined through the completion of HV connection studies by NGET.
It will also be subject to the applicable regulatory arrangements and any necessary approvals or clarifications*. Where an HV connection offer is offered following completion of studies, that offer will set out the applicable technical, commercial and regulatory terms, including the voltage level determined to be technically and operationally feasible.
where an HV connection is subsequently offered, customers may be subject to additional securities and fees in line with the applicable connections charging arrangements.
*Ofgem is currently working with stakeholders to identify if there are any regulatory barriers or clarifications that may need publishing to ensure arrangements are fit for purpose
Where customers indicate, they are minded to pursue a HV connection, this will be explored with all relevant parties.
Customers should carefully consider whether a HV connection would be suitable. If an HV connection offer is ultimately made and a customer chooses not to accept it, then, as with any Gate 2 Offer in the G2TWQ process, the existing agreements will be given Gate 1 status and a Gate 1 ATV issued. The project would then be required to re‑enter the connections process in line with the applicable connections and gating framework in order to proceed.
NGET intends to engage with the relevant parties in advance of making any HV offers as we are aware customers will want to consider carefully before making the decision on their connection offer.
Next Steps
NESO will begin directly contacting customers who meet the above qualifying criteria, so they can apply to be considered for an HV connection of up to 400kV for individual projects. A response is requested from all recipients of this information gathering request, regardless of whether you wish to pursue an HV connection or not.

The deadline for responding to the registration of interest and submitting supporting information is 5pm on Monday 15 June 2026.
Please note that any future HV offer, including the connection date and location set out in that offer, will depend on the outcome of NGET’s assessment and studies.
Any HV offers that are subsequently made will be issued through the Gate 2 offer process, in line with the applicable timetable, subject to the relevant regulatory arrangements.
