transitional Regional Energy Strategic Plan (tRESP) Consultation

The transitional RESP is the first publication in the journey towards transforming and improving local energy infrastructure, developing bespoke plans for Scotland, Wales and nine English regions.

We are aiming to publish the final tRESP in January 2026. The electricity distribution network operators (DNOs) will then use the tRESP outputs, alongside Ofgem’s business planning guidance, to develop their plans for the third electricity distribution price control period, also known as ED3, which covers 2028-33. The current consultation sets out our progress to date and seeks stakeholders’ views to support the final output.  

tRESP has been designed as a bridge between the current approach to energy distribution network planning and the full RESP approach which will be in place from 2027.

The tRESP Consultation closed on 3rd November 2025 at 23.59pm.

During the consultation, we asked for feedback on the following tRESP components:  

  1. Nations and Regions Contexts
  2. Pathways and Consistent Planning Assumptions (CPAs)
  3. Strategic Investment Need 

The consultation is now closed. We will analyse the responses received and update the tRESP components, where appropriate. All responses will be shared, in full, with Ofgem and DESNZ, even if marked as confidential.  

The following documents provide as detailed a view as possible to support future electricity distribution network planning, at a national and regional level. The extent of the detail reflects the timescales we have to deliver tRESP, following the scope that was issued by Ofgem in February 2025. The RESP team is continuing to work on the tRESP components alongside this consultation, to ensure we can meet the January 2026 publication deadline. An update on progress was provided at the October 2025 meetings of the RESP Forums
