RNP Industry Expert Panel (IEP) Members

Emma Burns has over 15 years’ experience working on balancing, settlement and dispatch market design across regulatory, code administration, consulting and commercial roles. She has previously worked at the Irish and British energy regulators, Elexon, and spent more than five years advising as a consultant advising industry participants, investors and policymakers on balancing markets, settlement reform and flexibility markets. She now works on flexibility market design at Octopus Energy, with expertise in domestic and consumer flexibility and how market arrangements work in practice for smaller, distributed assets. 

Jamie has eight years’ experience in the energy industry having worked across a range of suppliers, generators, consultants and trading firms. He is currently focussed on flexible generation at Conrad Energy, who operate a portfolio of flexible gas, battery, wind and solar sites as well as grid stability assets. 

Mick Collister is a highly respected energy sector leader with more than 30 years of hands-on experience across the UK energy industry. He has deep expertise in renewable energy generation, energy trading, systems and settlement and, more recently, market regulation. Throughout his career, Mick has managed complex commercial portfolios spanning Contracts for Difference, the Capacity Market, and the optimisation of landfill gas, solar, wind, and battery energy storage assets. His technical understanding of infrastructure development, combined with his commercial and regulatory experience, gives him a clear, practical perspective on how policy decisions affect real-world deployment. Mick joined the panel to help ensure that future pricing frameworks work in practice, not just in theory.  

Dr Alastair Martin founded the first demand side response (DSR) business in Great Britain in 2004. Alongside heading up strategy, Alastair has worked on a range of energy policy developments and participates in several key regulatory working groups and committees with the Association of Decentralised Energy, National Grid and others. 

Thomas has over 10 years’ experience in energy policy across Canada and Great Britain, spanning the public, private, and third sectors. His work has focused on climate policy, carbon pricing implementation, energy innovation policy, and electricity market reform. At Nord Pool, he has focused on electricity market design and reform in Great Britain and Europe during a period of significant structural change in the energy system. He holds degrees from the University of Calgary’s Sustainable Energy Development programme and the London School of Economics and Political Science’s Environmental Policy and Regulation programme. 

Sarah is Head of ADE: Demand. Since joining in 2021, Sarah has worked across policy areas and played a central role in advocating for a demand-led energy system where homes, businesses, and industry are properly rewarded for their central role in decarbonising GB. ADE: Demand’s vision is no less than a complete re-imagining of the role of demand in our energy system so that: Demand is given equal consideration to generation; Every household, commercial business and industrial site has a commercially viable path to decarbonisation; It is recognised that energy users and their assets have a day job and that millions of users with automated energy provision can play a major part in keeping the lights on. 

Liam has specialised expertise in real-time balancing, trading and optimisation in the GB grid. He has focussed on roles that require deep understanding of the data, technology and market incentives that underpin efficient power system operation and markets. He has also worked as a Consultant at Boston Consulting Group, where he supported large financial institutions and public-sector bodies; and as the Senior Strategy Partner reporting to the CEO of an Australian conglomerate. He holds an MSc in Energy Systems from the University of Oxford, for which he was awarded a Rhodes Scholarship. His research focussed on opportunities and barriers to improved forecasting in power systems and markets. 

Thomas is Associate Professor in Power Systems with the Department of Engineering Science, University of Oxford and leads the Power Systems Architecture Lab. He is also an Honorary Fellow at the University of Edinburgh, Associate Editor of IEEE Transactions on Power Systems and Co-Chair of the IEEE Power & Energy Society Taskforce on Systems Modelling for Electricity Market Design. His research is focused on power system digitalisation and market design as key interlinked enablers of the net-zero transition.

Nicholas is a Senior Advisor within Elexon’s Market Intelligence and Advisory team, bringing 21 years of extensive experience to the Great Britain electricity sector. He is a specialist in market design and industry governance, with deep expertise spanning wholesale market reform, network charging, and retail market policy. Operating at the heart of the energy transition, Nicholas provides strategic analysis to executive boards and regulatory bodies, driving the code and market design frameworks required to transition the sector toward Net Zero. 

Lisa is Chief Operating Officer at Fidra Energy, a large‑scale energy storage developer. She has over 25 years’ experience in the energy sector, with a background in thermal generation and senior roles spanning Commercial, Trading, IT, Regulation, Public Affairs, and Asset Management. At Fidra Energy, Lisa is responsible for building and scaling operations as projects reach commercial handover, as well as overseeing route‑to‑market strategy, IT systems, and data analytics. Lisa brings a wealth of dispatch and trading experience and is keen to support shaping of new dispatch system under RNP and ensure solutions implemented are done so efficiently and benefit the market as a whole.

Nick is a Policy & Commercial Development Manager at the Low Carbon Contracts Company (LCCC), where he focuses on electricity markets and policy, and also works on hydrogen and sustainable aviation fuels. He previously worked at DESNZ on electricity markets and infrastructure. He has a background in energy economics and political science.

Paul has 15 years industry experience across short term power, balancing and ancillary markets. Among other roles he has been a National Balancing Engineer and Trader at the ESO, built market leading BESS trading strategies and a real time Balancing Mechanism analytics platform. Working with Axle Energy Paul is helping to build the future of distributed flexibility.

Lisa is a founding Director of Waters Wye Associates (WWA) a regulatory and commercial energy consultancy specialising in the GB gas, power and retail issues. She is an economist with over thirty years’ experience in the energy sector. Lisa is an industry elected representative on the Balancing and Settlement Code Panel, prior to which she was on the Pool Executive Committee. With in-depth knowledge of energy market rules, Lisa has also been involved in the redevelopment of the GB market, under NETA (New Electricity Trading Arrangements) in 2001 and now under REMA (Review of Electricity Market Arrangements). 

Iain has 33 years’ experience in the industry, having performed roles in generation, trading, system operations and the regulatory sphere. In particular, he spent 20 years at National Grid ESO, where he was part of the core teams that introduced the market changes under NETA and subsequently led operational and modelling teams that identified developed many of the commercial tools and operating protocols still used by NESO today. He was also responsible for the team that designed and managed the system operator incentive scheme that operated between 2013 and 2017, which included the development of cost models that were used to assess ESO performance in minimising balancing costs. Currently, Iain works for Orsted, one of the early pioneers of developing large scale offshore wind in GB which he believes, together with his system operations experience, can offer insights and perspectives that could be useful to the expert panel. Finally, Iain is looking forward to working with other industry peers and experts to try and ensure any potential changes can be successfully implemented to the benefit of all stakeholders. 

Peter is Market Compliance and Regulation Officer at VPI, with over ten years’ experience working across regulation, code governance, regulation, and compliance. Peter has experience deploying operational solutions for regulatory compliance across the GB, Irish and German power markets and has first hand experience of how different market designs inform behaviour from capital deployment through to dispatch decisions. Through the RNP programme and his membership of the Industry Expert Panel, Peter will provide balanced, independent advice on the design of efficient markets to deliver the best outcomes for consumers. 

Howard brings 15 years of experience across GB and European electricity markets, specialising in short-term trading, market design, and balancing and settlement arrangements. At EPEX SPOT, he has been closely involved in the development of Day-Ahead, Intraday, and local flexibility markets, including the UKPN Localflex platform. Howard sits on Elexon’s Market Facilitator Stakeholder Advisory Board. 

Mel brings over 20 years’ experience across the GB power sector, with deep expertise in balancing, settlement and dispatch developed through commercial roles at Centrica, Limejump and Shell. She is a Regulatory Affairs Manager at Shell and leads their strategic engagement on market design, including REMA over the past four years and the 2023 balancing reforms, where she helped shape industry debate that led to the introduction of the Inflexible Offers Licence Condition. Mel’s perspective is grounded in real-world system operation, drawing on Shell’s integrated portfolio across multiple technologies and its 24/7 trading and dispatch capabilities. Mel holds several industry leadership positions, including Chair of Energy UK’s Storage Working Group Committee and Deputy Chair of the Security of Supply and System Operability Committee, and represents both at the Energy UK RNP Steering Committee. Mel is also actively shaping code reform through modification processes, including P462. She is closely engaged with NESO’s CfI work and brings a clear view on delivery feasibility, system impacts and cost-effectiveness. She looks forward to contributing a rigorous, whole-system perspective to the Industry Expert Panel, ensuring cost–benefit assessments reflect both operational reality and long-term system value. 

Oli has worked in the energy sector for over 16 years, specialising in industry code operations, governance, policy, and strategy. Throughout his career, he has driven key industry-wide transformations, including the implementation of BSC Modification P272 (mandated Half-Hourly Settlement for Profile Classes 5–8) and the Market-wide Half-Hourly Settlement (MHHS) programme. With deep expertise in translating Licence and Code obligations into effective day-to-day business processes, Oli focuses on ensuring that governance frameworks allow regulations to be practically met and monitored. He joined the Reformed National Pricing Industry Expert Panel to leverage his cross-code experience, helping to ensure that the panel's outcomes remain proportionate, achievable, and fully aligned with the transition to net zero. 

Mark is the Head of Market Design at National Grid Interconnectors, managing electricity interconnections between the UK and several European countries. With over 25 years of experience in the UK government and National Grid Group, he specialises in creating innovative solutions to regulatory and commercial challenges affecting electricity networks. His current areas of expertise include Reformed National Pricing, Capacity Market Design, EU-UK Cross Border Electricity Trading Arrangements and developing market arrangements for new Hybrid Interconnectors.

Tom is Head of Business Development in Zenobē’s Storage business, developing grid scale projects in GB, Germany and US. Tom is an economist by background and prior to Zenobē, he has worked across commercial, strategy, investment, policy and regulation over the last 20 years working at RWE Renewables, Cornwall Insight, Origami Energy, Palantir Solutions, EDF Energy and Ofgem across all areas of the energy industry. 

Paul is Head of Regulatory Affairs for RWE Supply & Trading (RWEST) where he leads a team responsible for RWEST’s regulatory affairs activities in the wholesale energy and carbon markets and associated financial services regulation. He has 35 years’ experience working on the design and regulation of energy and environmental markets having started his career as an economic consultant advising clients on energy market liberalisation and electricity market design. Prior to joining RWE in 2008, Paul worked on energy and carbon emissions regulation within the banking and energy sectors.

Roger Hutcheon is an energy markets regulatory specialist with over 15 years’ experience advising senior decision-makers on electricity market design, balancing, settlement and dispatch arrangements. He combines expertise in generation dispatch economics, energy trading risk management and market conduct regulation, and has contributed to major industry reform programmes including the CMA Energy Market Investigation and REMA. He brings experience across both commercial and regulatory roles, with a strong track record of analysing complex market reforms and their practical implementation.

Andrew is Distribution System Operations Director at SSEN.  He is leading on electrification, digitalisation and the transition to smart flexible networks to accelerate connection of low-carbon technology supporting communities and economic growth. A Chartered Electrical Engineer, Fellow of IET with over 30 years’ experience in the electricity industry. He is Chair of the ENA Electricity Systems and Business Committee and is representing the Distribution Network Operators on this panel.
