Our Business Plan 2 (BP2) End-Scheme Incentives Report

We’ve completed the second RIIO-2 Business Plan Period (BP2) and published our End-Scheme Incentives Report. In the report, you can see how we’ve performed in delivering our ambitious BP2 plan over the second year while navigating our successful transformation from the Electricity System Operator (ESO) to the National Energy System Operator (NESO).

Our performance highlights

We’ve delivered the majority of our BP2 milestones against the backdrop of a challenging and ever-changing external environment. Our performance highlights from the past year include:

  • Continuing to lead the transformation of the energy system to deliver clean, affordable and resilient power. As NESO, we’ve stepped up and taken on new critical roles and responsibilities focusing on a whole-system approach.
  • Continuing to operate a safe and reliable system cost-effectively, with balancing costs reducing over the period. We remain on track for zero carbon operation for periods in 2025 with new records for zero carbon operation achieved in BP2.
  • Strengthening our digital, data and security capabilities and accelerated the use of key platforms e.g. the Capacity Market Portal and Connections 360. Digital, Data, and Technology continues to be a critical enabler for all our activity.
  • Continuing to build trust with a wide diversity of customers and stakeholders, improving our response to customer questions and feedback and being more proactive in our engagement.
  • Delivering value for money across all our activities with our spend for BP2 being lower than forecast. We are forecasted to deliver gross benefits of around £3.4 billion for consumers by the end of RIIO-2.

What’s next?

We recognise there are areas for improvement and remain committed to achieving the goals we’ve outlined in BP3, the current and final business plan of the RIIO-2 period. Our plan features eight Performance Objectives aimed at delivering consumer value, achieving clean power by 2030 and net zero emissions by 2050 while ensuring a resilient and secure system. These objectives will guide our expanded roles and responsibilities over the next year.
