New business plan set to deliver up to £3.2 billion in consumer value by 2028

We have published NESO1, our second business plan as the National Energy System Operator.

In NESO1 you can see our strategic objectives and priorities for the two-year period from 1 April 2026 to 31 March 2028. The report sets out how we’ll drive progress, deliver measurable outcomes and the impact they’ll have across the energy system.

NESO lies at the heart of transforming that system as an independent, non-profit public corporation responsible for planning Great Britain’s electricity and gas networks, operating the electricity system and creating insights and recommendations for the future whole energy system. In fulfilling this central role, we bring together elements such system planning, real-time operation, and future-focused insights to drive coordinated progress across Great Britain’s energy landscape.

How stakeholder feedback has shaped NESO1

A comprehensive and inclusive stakeholder engagement process has fed into NESO1, as we know that collaboration is vital to achieving the energy transition. Over the past year, we’ve worked closely with a range of partners including government departments and our regulator Ofgem, other energy industry participants and consumer groups and regional representatives. We’ve been supported by a range of strategic stakeholder forums, including our Independent Stakeholder Group (ISG) who provide scrutiny and challenge on the contents of our plan.

Your engagement and insights have played a vital role in helping us prioritise what matters most. This includes tackling constraint costs, enabling demand-side flexibility and supporting regional energy planning. 

The NESO1 plan identifies six Performance Objectives. These are strategically aligned to build the capabilities, forge the partnerships, and generate insights needed to drive meaningful and lasting change. They represent an ambitious and comprehensive view of our delivery priorities, aligned with your needs as industry and consumers.

These objectives are underpinned by a series of major deliverables and success measures that explain how outcomes will be attained in practice whilst providing clarity on how successful delivery will be measured. Together, our actions will deliver up to £3.2 billion in consumer value by March 2028.

What happens next?

We have submitted our NESO1 business plan to Ofgem for review and determination. We expect Ofgem to issue their Draft Determinations in January 2026. This provides the opportunity for NESO and industry stakeholders to respond before Ofgem reach their Final Determinations which are expected to be published in March 2026. We will then commence delivery of NESO1 as of 1 April 2026.
