PM0153: System Access Reform. Emergency Return to Service (ERTS): Profiling Review.

This modification revisits the criteria for recalling of circuits with longer Emergency Return to Service (ERTS) to help secure the transmission system during the winter periods. It mandates the Winter Risk Policy Form to document system margins, constraints, mitigations, and recall plans. By aligning with proven operational methods, this change enables to progress more winter outages securely, supporting the Transmission Acceleration Action Plan and 2030 clean-power goals.
