GSR035: System Access Reform - Changes to Enable Beneficial Outages Without Compromising System Security

This modification is designed to incorporate greater flexibility into the Security and Quality of Supply Standard (SQSS) through probabilistic risk assessments for thermal and voltage constraints, revert the 275kV upper voltage limit to +10%, and explore cascade tripping schemes in England and Wales to enhance system access and reduce consumer costs—all aimed at enabling beneficial outages without compromising system security.
