GC0188: Update for Centralised Strategic Network Plan

Due to the upcoming introduction of the Centralised Strategic Network Plan (CSNP), several terms in the Grid Code need to be removed as the references are becoming outdated, including the Electricity Ten Year Statement (ETYS), the Seven Year Statement (SYS) and the Offshore Development Information Statement (ODIS).
