Our regulatory business plan for 2026-2028
In November 2025, we published our second business plan as the National Energy System Operator and the first under the post-RIIO-2 regulatory framework. NESO1 outlines our approach to delivering secure, affordable, and sustainable energy for everyone.
This marks a major milestone in our journey as an independent public corporation and sets out our delivery focus for April 2026 to March 2028.

How Stakeholders have helped develop this plan
NESO1 has been shaped by a period of extensive stakeholder engagement. Over the past year, we’ve worked closely with a range of partners including government departments and our regulator Ofgem, other energy industry participants and consumer groups, and regional representatives. We’ve been supported by a range of stakeholder groups, including our Independent Stakeholder Group (ISG) who provide scrutiny and challenge on the contents of our plan.

The independently chaired Stakeholder Group provides valuable scrutiny and challenge throughout the development of our regulatory submissions and Business Plans.
NESO1 Business Plan call for input
We held a 4 week call for input and two webinars open to all stakeholders across industry during the development period.
NESO1 Business Plan development webinars
We held several workshops with some of our strategic stakeholder forums and two open invite webinars to get views on our Performance Objectives, proposed Success Measures and Major Deliverables.
Until 1 April 2026, we will continue to focus on delivering against our current business plan, BP3.
Unlike our previous business plans, NESO1 is being published as the final business plan with no draft stage for feedback. We expect Ofgem to issue their Draft Determinations in January 2026. NESO and industry stakeholders can then respond before Final Determinations which are expected to be published in March 2026. We will then commence delivery of NESO1 as of April 2026.
