PAST EVENT: C9 Annual Review Official Consultation 2026-2027

NESO invite all BSC and interested parties to review and provide feedback on changes to the five C9 statements proposed as part of the annual review, in accordance with the Electricity System Operator (ESO) Licence Condition C9: Procurement and Use of Balancing Services. 

The C9 statements are:

•  Procurement Guidelines Statement (PGS)
• Balancing Principles Statement (BPS)
• Balancing Services Adjustment Data Methodology Statement (BSAD)
• System Management Action Flagging Methodology Statement (SMAF)
• Applicable Balancing Services Volume Data Methodology Statement (ABSVD).  

Responses should be submitted using the Appendix G - C9 Official Consultation Response Proforma and emailed to [email protected] by 5pm 06 February 2026.​ If you do not wish any elements of your response to be made publicly available, please mark these as confidential.
